[PATCH] UTF-8 input: composing non-latin1 characters, and copy-paste

The situation with UTF-8 input in Linux kernels is as follows:
Status as of unpatched 2.6.16.x:
* One can put the keyboard driver into Unicode mode, load a Unicode
keymap, and get single keystrokes generate valid UTF-8 for non-ASCII
characters.
* CAPS LOCK does not work (silently ignored) for non-ASCII.
* Composing and dead keys continue to produce single-byte characters,
i.e. invalid UTF-8 (unusable)
* Copying and pasting non-ASCII characters is impossible
Status as of unpatched 2.6.17.x:
* One can put the keyboard driver into Unicode mode, load a Unicode
keymap, and get single keystrokes generate valid UTF-8 for non-ASCII
characters.
* CAPS LOCK does not work (silently ignored) for non-ASCII.
* Composing and dead keys can produce non-ASCII characters. They do this
by assuming that the result should be converted from ISO-8859-1, see
drivers/char/keyboard.c which calls to_utf8() with a byte as a second
argument. This means that only characters present in Latin-1 (i.e., with
codes <256) can be produced by composing while the keyboard is in
Unicode mode. This is certainly unacceptable for Eastern Europe (i.e.,
former ISO-8859-2 users) who need to get ^+ Z = Å.
* Copying and pasting non-ASCII characters is impossible
While the proper way to get the later two issues resolved is definitely
to extend struct kbdiacr to produce a Unicode value, not a byte, as the
result, this would require making incompatible changes to kbd. Instead,
the patch below takes the byte from the existing struct kbdiacr and
converts it into a proper Unicode value by using the currently loaded
application charset map. This does NOT change the meaning of any
existing ioctl, because the application charset map is unused in UTF-8
mode. So, e.g., for Czech, one should do:

Unfortunately, accents still cannot be placed on multibyte characters.
This means that the below patch is still not suitable for Vietnameze
(more than one accent on the character) or Greek (where one needs to do
' + Î = Î).
Copy-and-paste is handled by guessing which Unicode character most
likely corresponds to the glyph on the screen. Guesswork is needed
because many characters can map to the same glyph.
No harm is done to existing non-Unicode setups.
This is unrelated to and doesn't interfere with the UTF-8 output patch
from http://lkml.org/lkml/2006/8/4/129 (which is also good).
