[PATCH] kconfig: Standardize "depends" -> "depends on" in Kconfigfiles

Standardize the miniscule percentage of occurrences of "depends" in
Kconfig files to "depends on", and update kconfig-language.txt to
reflect that.

This patch doesn't address the redundancy of "requires", nor does it
simplify the kconf parser. I'll leave that job to someone else.
