[PATCH 1/2] ide: add CONFIG_IDE_ARCH_OBSOLETE_DEFAULTS

Add CONFIG_IDE_ARCH_OBSOLETE_DEFAULTS to drivers/ide/Kconfig and use
it instead of defining IDE_ARCH_OBSOLETE_DEFAULTS in <arch/ide.h>.
