[PATCH 7/9] ide: convert 'pio_mode' device setting to use DS_SYNC flag

* Convert 'pio_mode' device setting to use DS_SYNC flag.

* Remove unused special_t.b.{set_tune,serviced} and ide_drive_t.tune_req.
