[PATCH 1/4] pcilynx: trivial endian annotation

bus_info_block was treated as a be32 everywhere, annotate
as such.  Removes plenty of sparse warnings.

Hi Stefan, should be no funcitonal changes in this batch, just
breaking up the sparse fixes in to more digestible chunks.
