[PATCH 3/3] sysctl: remove "struct file *" argument of->proc_handler

Nobody cares about it and all needed information should be in ctl_table.
Except frv -- procctl_frv_cachemode() and procctl_frv_pin_cxnr(),
for which I'm still deciphering what the hell intentions were.
In arch/x86/kernel/vsyscall_64.c: remove 1:1 wrapper.
