[PATCH] swiotlb: make range_needs_mapping architecture-specific

This moves range_needs_mapping() from lib/swiotlb.c to
arch/*/include/asm/dma-mapping.h and renames it
swiotlb_arch_force_mapping() to more acurately reflect its usage.
