[Patch] kbuild: fix a build error during make htmldocs

Fix the following build error when do 'make htmldocs':
DOCPROC Documentation/DocBook/debugobjects.xml
exec /scripts/kernel-doc: No such file or directory
exec /scripts/kernel-doc: No such file or directory
