[RFC][ PATCH -tip v2 4/7] kprobes: kprobes jump optimization core

Introduce kprobes jump optimization arch-independent parts.
Kprobes uses breakpoint instruction for interrupting execution flow, on
some architectures, it can be replaced by a jump instruction and
interruption emulation code. This gains kprobs' performance drastically.
Changes from v1:
- Try to optimize kprobes again when unregistering aggregated kprobe.
- Check the probe has been optimized when optimizing kprobe.
- Select CONFIG_KALLSYMS_ALL when CONFIG_OPTPROBES=y.
- Select CONFIG_DISABLE_CROSSJUMP when CONFIG_OPTPROBES=y.
