It's not possible even without this flag. Consider:

        fd1 = open("/tmp/foo",flags);
        rc = rename("/tmp/foo","/tmp/bar");
        fd2 = open("/tmp/foo",flags);

Or were you asking if *absent that sort of tomfoolery* if it would work?
