[PATCH 3/4] perf tools: Makefile: Remove tool-specific cruft

This commit squashes several commits that remove:
NO_C99_FORMAT
CURLDIR and EXPATDIR
NO_DEFLATE_BOUND
CC_LD_DYNPATH and NO_R_TO_GCC_LINKER
NO_PERL_MAKEMAKER
INTERNAL_QSORT
NO_EXTERNAL_GREP
NO_PERL
SCRIPT_PERL
PERL_PATH_SQ
