[PATCH] Fix BUILD_BUG_ON_ZERO sparse breakage

[Dr. David Alan Gilbert]

BUILD_BUG_ON_ZERO and BUILD_BUG_ON_NULL must return values, even in the CHECKER
case otherwise various users of it become syntactically invalid.
