[PATCH 2/3] mm,x86,um: move CMPXCHG_LOCAL config option

[Heiko Carstens]

Move CMPXCHG_LOCAL and rename it to HAVE_CMPXCHG_LOCAL so architectures can
simply select the option if it is supported.
