[PATCH 31/38] Move the asm-generic/system.h xchg() implementation toasm-generic/cmpxchg.h [ver #3]

Move the asm-generic/system.h xchg() implementation to asm-generic/cmpxchg.h
to simplify disintegration of asm/system.h.
