Well, I guess it works fine if lockdep.h defines lockdep_is_held(l)
for the !LOCKDEP case:

BUG_ON(debug_locks && !lockdep_is_held(&fs_info->volume_mutex) &&
!lockdep_is_held(&fs_info->balance_lock));
