[PATCH] ima: fix part_pack_uuid() build error

Fix a build error when CONFIG_BLOCK is not enabled by defining
a wrapper called ima_part_pack_uuid(). The wrapper returns
-EINVAL, when CONFIG_BLOCK is not defined.
