[PATCH 1/6] efi: move utf16 string functions to efi.h

From: Matt Fleming
Date: Wed Apr 17 2013 - 08:48:11 EST

From: Matt Fleming <matt.fleming@xxxxxxxxx>

There are currently two implementations of the utf16 string functions.
Somewhat confusingly, they've got different names.

Centralise the functions in efi.h.
