[PATCH 15/21] arch/tile: remove inline marking of EXPORT_SYMBOL functions

EXPORT_SYMBOL and inline directives are contradictory to each other.
The patch fixes this inconsistency.
Found by Linux Driver Verification project (linuxtesting.org).
