[PATCH] proc: Expose /proc/<pid>/task/<tid>/children unconditionally

This is currently only available if CONFIG_CHECKPOINT_RESTORE, which
is hidden under CONFIG_EXPERT.  It's generally useful functionality,
though, so expose it unconditionally.
