Unlocking in different branches is not the best practice IMO, I'd
recommend doing:

mutex_lock(&cpufreq_governor_lock);

if (!policy->governor_enabled)
goto out_unlock;

...

out_unlock:
mutex_unlock(&cpufreq_governor_lock);
