[PATCH v2] Documentation: add ABI entry for intel_pstate

Add a Documentation/ABI entry for
/sys/devices/system/cpu/intel_pstate/max_perf_pct,
/sys/devices/system/cpu/intel_pstate/min_perf_pct, and
/sys/devices/system/cpu/intel_pstate/no_turbo.
