[PATCH 2/8] cgroup: relocate cgroup_rm_cftypes()

From: Tejun Heo
Date: Tue Jan 28 2014 - 19:02:15 EST

cftype handling is about to be revamped. Relocate cgroup_rm_cftypes()
above cgroup_add_cftypes() in preparation. This is pure relocation.
