[PATCH 21/21] fs: Move prototype declaration to appropriate headerfile

Move prototype declaration to header file include/linux/crash_dump.h
because it is used by more than file.
This eliminates the following warning in proc/vmcore.c:
fs/proc/vmcore.c:1088:6: warning: no previous prototype for âvmcore_cleanupâ [-Wmissing-prototypes]
