[RFC PATCH v6 03/20] iommu/arm-smmu: add IOMMU_CAP_NOEXEC to the ARM SMMU driver

The ARM SMMU supports the IOMMU_NOEXEC protection flag. Add the
corresponding IOMMU capability.
