[PATCH tip/core/rcu 0/3] Maintainership changes for 3.17

This series updates RCU maintainership as follows:

1.	Add "R:" designated-reviewers tag as discussed on ksummit-discuss
	email list.

2.	Add designated reviewers for RCU.

3.	Update RCU maintainership.
