[PATCH RFC 2/4] xen/pvhvm: Introduce xen_pvhvm_kexec_shutdown()

PVHVM guest requires special actions before kexec. Register specific
xen_pvhvm_kexec_shutdown() handler for machine_ops.shutdown().
