[PATCH v11 net-next 07/12] bpf: verifier (add ability to receive verification log)

add optional attributes for BPF_PROG_LOAD syscall:

In such case the verifier will return its verification log in the user
supplied buffer which can be used by humans to analyze why verifier
rejected given program
