[RFC Part1 v1 11/18] x86, irq: Move HT IRQ related code from io_apic.c into htirq.c

Create arch/x86/kernel/apic/htirq.c to host Hypertransport IRQ related
code, preparing for enabling hierarchy irqdomain.
