[PATCH v6 3/4] pinctrl: Qualcomm SPMI PMIC GPIO pin controller driver

This is the pinctrl, pinmux, pinconf and gpiolib driver for the
Qualcomm GPIO sub-function blocks found in the PMIC chips.
