[PATCH v3 2/6] vfio: type1: support for ARM SMMUs

This allows to make use of the VFIO_IOMMU_TYPE1 driver with devices
behind an IOMMU on ARM platforms. The driver can then be used with
an Exynos SMMU, or ARM SMMU driver.
