[PATCH tip/core/rcu 0/2] NO_HZ_FULL_SYSIDLE updates for v4.1

This series contains some fixes for NO_HZ_FULL sysidle:

1.	Correctly initialize and set isidle variable.

2.	Tighten up affinity and sysidle checks.
