[PATCH] checkpatch: Add test for repeated const uses

From: Joe Perches
Date: Tue Mar 24 2015 - 09:53:16 EST

Using 'const <type> const *' is generally meant to be
written 'const <type> * const'.

Add a test for the miswritten form.
