[Patch Part1 v8 03/37] x86/hpet: Use new irqdomain interfaces to allocate/free IRQ

Use new irqdomain interfaces to allocate/free IRQ for HPET, so we could
kill GENERIC_IRQ_LEGACY_ALLOC_HWIRQ later.
