when is_on_sas_device_init_list is used it's protected
by ioc->sas_device_lock - why do you need a atomic_t ?
There is one exception, but easily fixable.

Why not 'atomic_set(&sas_device->is_on_sas_device_init_list, 0);' ?
There is no place where you set the value of is_on_sas_device_init_list
higher than '1'.
