[[PATCH 1/2] kvm: make preempt_notifier free out CONFIG_PREEMPT_NOTIFIERS

In any cases CONFIG_KVM always means CONFIG_PREEMPT_NOTIFIERS
is enabled unconditionally so its really pointless.
