[PATCH v4] usb: chipidea: Use extcon framework for VBUS and ID detect

On recent Qualcomm platforms VBUS and ID lines are not routed to
USB PHY LINK controller. Use extcon framework to receive connect
and disconnect ID and VBUS notification.
