Oooh, HIGHPRI + CPU_INTENSIVE immediate scheduling guarantee got lost
while converting HIGHPRI to a separate pool but guaranteeing immediate
scheduling for CPU_INTENSIVE is trivial. If vmstat requires that,
please let me know.
