[PATCH 2/2] fpga manager: remove unnecessary null pointer checks

From: atull
Date: Thu Oct 22 2015 - 14:01:01 EST

From: Alan Tull <atull@xxxxxxxxxxxxxxxxxxxxx>

Remove unnecessary null pointer checks. We want the caller of
these functions to do their own pointer checks. Add some
comments to document this.
