[PATCH] PCI/MSI: pci-xgene-msi: Enable MSI support in ACPI boot for X-Gene v1

This patch makes pci-xgene-msi driver ACPI-aware and provides
MSI capability for X-Gene v1 PCIe controllers in ACPI boot mode.
