[PATCH 1/8] block: add WRITE_BG

From: Jens Axboe
Date: Tue Apr 26 2016 - 11:57:15 EST

This adds a new request flag, REQ_BG, that callers can use to tell
the block layer that this is background (non-urgent) IO.

No functional changes in this patch.
