[PATCH v3 03/46] x86/intel: add CONFIG_INTEL_RDT_M configuration flag

New flag for building drivers for Intel RDT Monitoring
(currently CMT, future: MBM).

This driver may be converted to module once the hooks in
perf cgroup are discussed.
