[PATCH 3/4] x86/tsc: mark Intel ATOM_GOLDMONT TSC reliable

[Bin Gao]

On Intel GOLDMONT Atom SoC TSC is the only reliable clocksource.
We mark TSC reliable to avoid watchdog on it.
