[PATCH v3 tip/core/rcu 10/18] rcu: Re-enable TASKS_RCU for User Mode Linux

Now that User Mode Linux supports arch_irqs_disabled_flags(), this
commit re-enables TASKS_RCU for User Mode Linux.
