[RFC PATCH v2 23/32] kvm: introduce KVM_MEMORY_ENCRYPT_OP ioctl

If hardware supports encrypting then KVM_MEMORY_ENCRYPT_OP ioctl can
be used by qemu to issue platform specific memory encryption commands.
