OK, so it should be named accordingly, macro should also have better
name. Now both suggests something different. Btw the definition you have
provided fits exactly to vop_time_increment_resolution
field of h264 timestamp[1].

It looks like H264 has control

According to control definition ctrl->val should have value in range

Here is also some strange magic - not reflected in definitions of
control, please fix it.
It would be good to get these patches before end of merge window, but to
do it we must hurry up. Is it possible to send next version of patches
before end of next week? I hope non-HEVC part is almost ready. If there
will be still issues with HEVC part we can try to get at least non-HEVC
part for now (patches 1-8).
