For HEVC, QP can have a value of 0-51. Hence in the control value passed
the LSB 16 bits will indicate the quantization parameter. The MSB 16 bit
will pass the layer(0-6) it is meant for. Since we need the layer
information also for which this QP is set, in the same control ID both
layer number and QP values will be passed. I have explained the same in
the documentation too.
