[PATCH 10/31] cputopology.txt: standardize document format

From: Mauro Carvalho Chehab
Date: Thu May 18 2017 - 21:47:35 EST

Each text file under Documentation follows a different
format. Some doesn't even have titles!

Change its representation to follow the adopted standard,
using ReST markups for it to be parseable by Sphinx:

- Add a title for the document;
- mark literals;
- use table markup for existing table.
