cpu/hotplug: Provide lockdep_assert_cpus_held()

Provide a stub function which can be used in places where existing
get_online_cpus() calls are moved to call sites.

This stub is going to be filled by the final conversion of the hotplug
locking mechanism to a percpu rwsem.
