[PATCH] x86/microcode/AMD: make function __load_ucode_amd static

The helper function __load_ucode_amd does not need to be in global
scope, so make it static.

Cleans up sparse warning:
"symbol '__load_ucode_amd' was not declared. Should it be static?"
