[PATCH] gfs2: constify rhashtable_params

[Arvind Yadav]

rhashtable_params are not supposed to change at runtime. All
Functions rhashtable_* working with const rhashtable_params
provided by <linux/rhashtable.h>. So mark the non-const structs
as const.
